Lt. Josh Patterson is a Field Artillery Specialist for the US Army’s Special Projects division and the man behind this app. Lt. Patterson’s job requires frequent use of the regulations handbook, and he realized that he could finish his projects much faster if there was an easier way to access those regulations.

With smart phones soon to become standard issue, he turned to the App Incubator to see his idea through.
