War FTP Daemon is the original free FTP server for Windows.
BS Editor: The 1.82 series seems to be pretty stable now. I will see if there pops up any more bugs, eventually fix them, and then Declare a stable release. But as version 3 is still a bit into the future, Im planning a new major release in the 1.8* series; 1.83. The currently planned features are:

2. New, improved I/O module (will speed transfers up alot)
3. User Database saved as XML (will make it easy to read the user-database from other programs).
4. Better password encryption (MD5/SHA in stead if Crypt())
5. Plugin support with the Python scripting language
